Every penalty shoot-out in full internationals

This is a list of every penalty shoot-out in full, senior, male internationals in major competitions since this rule was introduced in the 1970s. The major competitions included (and their qualifying stages) are the World Cup (WC), the Confederations Cup (CC) and the regional tournaments for each football confederation: the European Championship (EC), the different confederations' Nations League (NL) the Africa Cup of Nations (AN), the Copa América (CA), the CONCACAF Gold Cup (GC), the Asian Cup (AC) and the Oceania Football Cup (OC). No Olympic teams or smaller regional competitions have been included. After the list and the summary, you can find a brief analysis of the results.

Penalty shoot-outs have sometimes been described as coin-flips, and these compiled results mostly bear that out, with a few outliers. The more times you flip a coin, the more likely it is that you'll get a 50-50 result between heads and tails, and the same seems to happen with penalty shoot-outs. For example, if you hear that Argentina has lost as many as six penalty shoot-outs in their history, that sounds bad, but on the other hand they have won eleven, which shows the other side of the story (or the coin).

Argentina are, in fact, the team that has played and has won the most penalty shoot-outs ever so far, and at the same time are third in the "most lost" category : their tally is P17 W11 L6. Uruguay have played 11 and their record is 5-7, and this result is as close to 50-50 as it can be without being exactly half and half after being involved twelve times. Mexico and Colombia have played 10, with a result of won 5 lost 5 for both of them. Spain are the European nation that has been involved in the most shoot-outs, 13, and they are 7-6. This shows that the more you take part in penalty shoot-outs, the more the outcomes balance themselves out. However, it is true that there are a few outliers, as you can see below.

In order to put this into context, the most useful indicator is how many more shoot-outs a team has won that they have lost or vice-versa, and that's reflected on the list with a +2, -1, 0, etc. Of the 85 national teams ever involved in a penalty shoot-out in major competitions (male, senior teams only), only 14 present a differential of +3, -3 or wider:

South America has got three of the top four nations most involved in penalty shoot-outs, and four of the top six. This is largely due to the frequency with which they play their regional tournament, the Copa América, every two years, and the evenness of the playing field in their confederation, which leads to a lot of drawn matches. Saudi Arabia boasted an impressive 4-0 until 2024, when they lost to South Korea, with the Czechs 3-0 up, including two of those by Czechoslovakia (Slovakia as independent country is 0-1 down). No-one has lost more penalty shoot-outs than Italy (7), including their first four, although once they won a World Cup final this way, in 2006 (and lost another one, in 1994), and the Euros in 2021. Uruguay and England joined them on 7 lost in 2021. The Netherlands were 0-4 down until 2004, while Switzerland were 0-3 until they beat France in 2021, but then they lost to Spain in their very next game to remain on -3. Germany lost their first ever shoot-out (and anyone's first ever), but then they have won the next six on the trot. Conversely, Ghana won their first ever, back in 1982, but have lost all five subsequent ones. Gabon and Uzbekistan have lost all three they have played. England propped the differential table on 1 won and 6 lost (-5, the worst differential ever reached by anyone) until they beat Colombia in 2018 and Switzerland in 2019. In 2022 Egypt went to four penalty shoot-outs in less than two months, three at the Africa Cup of Nations in February and one at a World Cup qualifier in March. They won the first two and lost the other two, both against Senegal, who, by winning them, became African champions and qualified for the Qatar World Cup. Then Senegal lost their next shoot-out while defending their African title in 2024. France have lost two World Cup finals on penalties, to Italy in 2006 and to Argentina in 2022.
